David Serfass: Has been an owner of an independent adjusting company since 2005 with extensive background in the insurance industry and claims management. Extensive experience working with the Private Insurance Carriers, State Insurance Programs and the National Flood Insurance Program (NFIP) for over 26 years. Strong background in insurance policy application, training and claim operations management for both daily and catastrophe operational workflows and human resources. Successfully coordinated operation with multiple office locations and staffing in excess of 300 personnel.

Mr. Serfass established FKS Insurance Services in 2015 providing insurances service to private carriers with an expertise in claim handling. FKS Insurance Services currently handles flood, homeowners, and disputed claims for numerous insurance companies throughout the continental United States. FKS Insurance Services is based in St. Petersburg, Fl. with offices in Tarpon Springs, Florida, Palmetto, Florida, and Tremont, Illinois.

Mr. Serfass is currently under contract with H2O Partners, Inc. assisting with the current flood adjuster training and certification for the NFIP throughout the country. He has performed NFIP Adjusters Presentations with H2O since 2008. Prior to H2O, Mr. Serfass was the Flood Trainer, and Flood Claims Manager, and Flood Claims Coordinator for State Farm since 1992 to 2005.

Mr. Serfass has been Utilized by FEMA and the National Flood Insurance program as an expert resource for defense attorneys on behalf of the NFIP.

Mr. Serfass successful owned and operated Alamo Claim service since 2005-2012, adjusting and managing large claims operations including Residential, Flood, and Commercial Residential losses. This includes both first and third- party claim handling. Expanded Claims operation from Texas in 2005 into Florida, Arizona, California, Louisiana, Michigan, Illinois, Indiana, Missouri and New Jersey. Developed insurance claim service resources for field as well as in-office examiners, mediators, SIU and litigation adjusters.

Mr. Serfass, from 2006 – 2012, established an Appraisal company, KD Consulting & Appraisals Inc., in the state of Florida with a focus on appraisal litigated files as well as large commercial losses which was purchased by CIS group in 2012.

Mr. Serfass entered the insurance industry in 1990 working for State Farm Insurance. During his 15-year career with State Farm in the claim area and management he developed and taught policy training and claim handling programs for State Farm. He represented State Farm as their liaison for National Flood Insurance program through the WYO, represented State Farm for multiple state-run insurance programs, Florida FWUA and then Citizens AYO programs, California Earthquake Association CEA, Texas Wind Pool TWIA, Louisiana Citizens, and the North Carolina NCJUA.

Mr. Serfass has provided consulting services and assisted in establishing claims management operational organization for private carriers. This included operational workflows to effectively manage high volumes of daily and catastrophe claims.
